Accountant/Business Manager, College of Arts and Human Sciences

Operating independently, while under the general supervision of the Dean, the Accountant/Business Manager oversees the management of financial funding strings and budget development processes for the units in the College of Arts and Human Sciences. The Accountant/Business Manager offers advice and consultation to the Dean to foster effective institutional finances, works closely and collaboratively with several university budget office personnel and serves as a resource for institutional fiscal policies and procedures. The Accountant/Business Manager is responsible for financial reconciliation and ensuring unit compliance with university policies and procedures.  

This is a full-time annual appointment.  A mentor will be provided to assist, guide and train for a minimum of six months upon hire.

QUALIFICATIONS
Minimum / Required

  • Associate degree with four years of experience or bachelor's degree with two years of experience in business, finance, accounting or closely related field by employment start date 
  • Advanced knowledge of Excel 
  • Excellent judgment including sensitivity to personal and confidential information 
  • Ability to work independently and collaboratively as part of a team environment 
  • Excellent interpersonal, communication, and customer service skills collaborating with a diverse community 
  • Ability to delegate and prioritize work

Highly Desired/Preferred

  • Knowledge of Fund Accounting 
  • Knowledge of Data Base Query Tools 
  • Higher Education experience

RESPONSIBILITIES

A.  Serves as primary accounting and budgeting liaison for the College of Arts and Human Sciences (CAHS)

1. Maintains the Chart of Accounts (funding strings) for the assigned units and serves as an authorized approver on all assigned funding strings; reviews funding strings for viability; opens, closes, and modifies funding strings, as necessary. 
2. Monitors, analyzes, and projects all funding strings in the college, including funding string revenue, expenses, and balances for a variety of funding sources, such as restricted, unrestricted, gift/donation, and grant. 
3. Reviews and reconciles monthly detailed reports. Initiates appropriate actions if discrepancies are noted. Reconciles funding strings quarterly and presents quarterly financial review to the Dean. 
4. Develops budget recommendations for the Dean. 
5. Develops annual budget for assigned units. Analyzes the net effects of changes in the original budget submission and responds to respective administrators and the Budget Office. Inputs data into the UW System budget system ensuring data is reconciled with university targets. 
6. Develops the budgets for and oversees the contracts associated with the college's Summer Session/WinTerm. Trains staff on associated procedures. 
7. Suggests strategies or process improvements that maximize the uses of resources as an integral part of the institutional budget planning team. 
8. Advises administrators on various budget/management actions required and initiates actions. Verifies availability of funds and oversees expenditure preparation for all funding strings. Advises the Dean regarding expenditures related to appropriateness and fund availability. 
9. Assists the Office of Research and Sponsored Programs with financial data for reports and preparation of grants. Oversees all grant-related accounts in the college. 
10. Works with departments and other areas in the college to develop rates and fees as needed. Responsible to develop the cost accounting methodology for these initiatives, documenting the proposed rate requests and ensuring rates are up to date. 
11. Serves as financial operations advisor to the Dean, Associate Deans, Chairs and Directors with the college.  
12. Serves as contact person for billing and financial procedures and any related questions for state and federal agencies regarding service billings. 
13. Serves as backup supervisor for student employee(s) as needed. 

B.  Assists with the college employment system

1. Maintains a working knowledge of all aspects of the university's employment systems.
2. Develops, builds, monitors and maintains an accurate and up-to-date accounting (dollars and FTE) of all personnel in the college. 
3. Prepares employment forms as needed (change of responsibility, personnel action forms, recruitment and hiring forms, WinTerm and summer contracts, etc.).
4. Assists associate deans with review of WinTerm and summer enrollments and faculty contracts for those periods.
5. Completes monthly review of payroll within the college to ensure accuracy of payments and work with the Human Resources Office to prevent/correct errors.

C. Serves as liaison for the College of Arts and Human Sciences

1. Serves as the college financial liaison to Accounting, the Budget Office, the Office of Research and Sponsored Programs, the Provost's Office and the Stout University Foundation, responding to financial operation inquiries. 
2. Serves as a resource to all academic departments, schools, and centers in the college. 
3. Provides guidance to academic department associates and financial specialists in the college interpreting applicable rules and regulations and maintaining consistency in policies. 

D.  Other responsibilities and administrative support assigned by the Dean

1. Works as a team member and resource person providing input on budget and financial systems. 
2. Maintains budget records management system. Oversees filing of fiscal records assuring availability of necessary data in the event of an audit. 
3. Directs others and monitors special event logistics as needed. 
4. Applies software skills in development of databases, reports, graphics, and charts, as needed. Collects data and develops projections using appropriate hardware and software. 
5. Designs and implements projects using appropriate software and instructs office staff on the uses of the software applications. 
6. Participates in university wide committees as requested including the Business Managers, the Budget Model Committee, HR Workgroup, and other committees as requested. 
7. Complies with recognized environmental health and safety practices.

Minimum annual starting salary of $65,000; commensurate with qualifications and experience.
