The primary responsibilities of the Procurement Specialist II position are:

·        Processing requisitions and purchase orders in accordance with policies and procedures

·         Assisting faculty and staff with the e-procurement system.

·         Providing guidance to faculty and staff in interpreting procurement policies and procedures

·         Developing and managing solicitations (simplified bid, RFB, and RFP) in compliance with regulatory requirements

·         Reviewing and negotiating terms and conditions of campus purchases

·         Serving as the main point of contact for internal and external stakeholders

·         Other duties as assigned

 

This position is expected to work on-site during the initial training and onboarding period. Following successful completion of training (after one year), employees may be eligible to participate in a hybrid work arrangement, including up to two remote workdays per week, subject to supervisory approval and in accordance with applicable University of Wisconsin System (UWSS) and University of Wisconsin–Stout Polytechnic policies and procedures. Remote work eligibility is not guaranteed and will be evaluated based on job responsibilities, performance, operational needs, and institutional guideline

 

 

Key Job Responsibilities:

  • Implements required reporting protocols with suppliers to allow measurement of cost savings, reduction, avoidance, supplier management, and risk mitigation programs and strategies
  • Drafts, submits, and communicates outcomes of procurement requests to suppliers, stakeholders, and institutional leadership
  • Prepares and disseminates business cases to appropriate audiences, proposes strategic sourcing, and authors programs to stakeholders and institutional leadership
  • Establishes and maintains bid and proposal records to comply with record-keeping requirements
  • Leads and executes the research of suppliers to understand available products and services, assesses market conditions, identifies supply options, and makes recommendations
  • Serves as primary point of contact for external stakeholders, maintains contracts, and negotiates purchase prices to obtain timely and meaningful contract sourcing results
  • Leads the development of complex solicitations requiring creative approaches to evaluation of third party sourcing options in compliance with regulatory requirements
  • Answers questions and provides guidance regarding specific commodities and service areas to various individuals and groups based on set material or standards

 

 

Department:

UW-Stout’s Purchasing and Materials Management department is committed to providing excellent customer service to the campus community. The department provides support to campus in Purchasing, Mail Services, Central Receiving, University Stores, Printing, and Surplus. The department is committed to creating an inclusive work environment.

 

Compensation:

The starting salary range for this position is $50,000 - $53,000, commensurate with qualifications and experience. 

 

Required Qualifications:

  • Associate degree or equivalent experience

  • Demonstrated ability to establish and maintain positive working relationships

  • Excellent customer service skills when working with campus customers and external suppliers

  • Ability to manage and prioritize multiple tasks and projects

  • Ability to communicate professionally both verbally and in writing

  • Ability to interpret and apply complex regulations, policies, and procedures

  • Ability to work independently while exercising sound professional judgement

  • Proficiency in office productivity software such as Microsoft Office Suite (i.e., Word and Excel)

 

Preferred Qualifications:

  • Experience developing and managing simplified bids, requests for bids and/or proposals

  • Experience working in a procurement role

  • Experience negotiating contract terms and conditions

  • Experience with e-procurement software (e.g., Workday or Jaggaer)
