We’re seeking a Licensed Behavioral Health Services Manager to guide a dedicated team and elevate the services that support individuals living with mental health needs. In this influential role, you’ll not only oversee program delivery, compliance, and budget stewardship—you’ll also roll up your sleeves to understand the heart of our work.

You’ll dive deeply into our Clinic and Community Support Program (CSP) programs, build a strong foundation in fiscal processes like billing, revenue, and expenses, and develop meaningful relationships with staff to understand their strengths, needs, and growth opportunities. Together, you’ll help create a supportive, effective, and high-performing environment where clients and team members can thrive.

Pay is dependent upon qualifications. The salary range for the Licensed Behavioral Health Manager is $88,442 to $116,002 annually with anticipated starting salary between $88,442 to $95,332 annually.

Primary Responsibilities

The following duties are primarily performed and are essential for this position.  Employees are expected to be able to perform each of these job duties satisfactorily and successfully to be qualified for the position.  Other duties may be required and assigned.
 

  • Provides administrative direction and supervision to agency staff providing mental health services; coordinates and directs work forces; establishes work assignments; sets priorities; and provides program supervision to contracted psychiatrists and nurse practitioners, therapists, case workers, education and employment specialist, social workers and staff nurse.
  • Provides leadership and oversight of the Behavioral Health Clinic by managing clinical operations, reimbursement and billing systems, productivity expectations, and financial processes that ensure efficient, compliant, and fiscally sustainable service delivery.
  • Oversee clinical workflows, scheduling, staffing, and service delivery to support efficient clinic operations and timely access to care.
  • Develop, implement, and monitor billing and reimbursement process for commercial insurance, Medicaid/Medicare, grant-funded services, and sliding-fee/ability-to-pay programs.
  • Ensure compliance with all payer requirements, documentation standards, coding practices, and regulatory guidelines.
  • Lead development and monitoring of clinic productivity standards for licensed clinicians, support staff, and program areas; generate and review productivity reports regularly.
  • Lead and support process improvement initiatives to enhance care access, financial performance, client satisfaction, and operational efficiency.
  • Train and support clinical and administrative staff on billing practices, documentation expectations, productivity standards, and workflow changes. 
  • Supervises and monitors all Chapter 51 services and all mental health and AODA placements and services.
  • Provides psychotherapy services to mental health consumers.
  • Oversees the Community Support Program under DHS 63 and the development and ongoing provision of services to chronically mentally ill consumers.
  • Oversees the Comprehensive Community Services (CCS) Program under DHS 36.
  • Oversees Crisis programming under DHS 34.
  • Possess considerable knowledge of Crisis and Adult Protection Services Program and knowledge.
  • Represents the agency in Adult Protection Services and provides supervision and program management to the Adult Protection staff, following Wi Statute 54 and 55. 
  • Provides consultation in management of mental health and AODA cases for other supervisors, social workers and community professionals.
  • Participates in the development of the Section’s budget, monitors expenses and proposes adjustments.
  • Participates in the research, development, monitoring and review of Section programs and services policies and procedures; supervises maintenance of records and reports and ensures compliance with state and federal requirements; prepares required statistics and reports.
  • Represents agency in areas of MH & AODA to community agencies and is responsible to ensure appropriate, efficient linkages in provision of services, e.g. schools, courts, medical; represents agency on various local committees; interprets programs, policies and procedures to individuals, groups and other agencies.
  • Assists with the development and monitoring of contracts with other agencies for services; authorizes payments to vendors in MH and AODA services.
  • Arranges for staff development including arranging for specific training, approving requests for training and purchasing necessary materials.
  • Assists with preparation and administration of grant requests and awards.
  • Serve as a key member of the department management team, providing strategic input on program development, service expansion, and community needs. 
  • Attends various staff training and other meetings.
  • Perform other related duties as requested.

 

Minimum Qualifications

EDUCATION AND/OR EXPERIENCE REQUIREMENTS

  • Master’s Degree in Social Work, Sociology, Psychology, or other related field.
  • Three or more years of progressively responsible experience in behavioral health or human services.
 
LICENSES, CERTIFICATIONS, AND OTHER REQUIREMENTS
  • Licensure/certification as a Licensed Clinical Social Worker, Licensed Professional Counselor, or Licensed Marriage and Family Therapist.
  • Valid driver’s license or the ability to travel between work locations.
  • Prior to hire, a background check including criminal record history will be conducted.  Information from the background check will not necessarily preclude employment but will be considered in determining the applicant’s suitability and competence to perform in the position.
 
MINIMUM KNOWLEDGE, SKILLS AND ABILITIES QUALIFICATIONS

  • Knowledge of laws, regulations and practices pertaining to federal and state public welfare programs.
  • Knowledge of approved social casework principles and methods in the field of welfare, family interrelations and individual and group behavior.
  • Knowledge of current social and economic problems and the way in which these problems affect families and individuals.
  • Knowledge of community welfare and mental health resources and the ways in which these resources may be made available to people in need.
  • Knowledge of basic accounting principles and practices as well as billing of funding sources (insurance, etc.), and monitoring of fiscal expense and revenue reports.
  • Skill in dealing with employees and clients on matters of a confidential and sensitive nature.
  • Skill in operating a personal computer, word processing and spreadsheet software.
  • Ability to make difficult assessments and provide sound direction and advice in circumstances that encompass the range of human emotion and social settings.
  • Ability to stimulate staff growth and development and to give effective casework consultation.
  • Ability to write clear and concise reports.
  • Ability to direct and supervise effectively.
  • Ability to maintain confidentiality.
  • Ability to establish and maintain effective and professional working relationships.
  • Ability to follow Dunn County policies and procedures.
  • Ability to manage time effectively, manage multiple projects, and complete work within established deadlines.
  • Ability to work the allocated hours of the position and willingness to work nights and weekends on short notice.
