Job Summary
Dunn County is searching for a Behavioral Health Services Manager to join our team! This is professional supervisory, administrative, and service delivery work for the Behavioral Health Services Section (BHS) of the Department of Human Services and includes coordination of client services with mental health and AODA treatment providers. The Behavioral Health Services Manager supervises and manages the Behavioral Health Services Section staff and programs. This includes primary responsibility for the administration of the established Section budget, program execution, regulatory compliance, and supervision of assigned staff, requiring strong communication skills regarding performance management, as well as delivery of direct services to mental health consumers.
Primary Responsibilities
The following duties are primarily performed and are essential for this position. Employees are expected to be able to perform each of these job duties satisfactorily and successfully to be qualified for the position. BHS managers may oversee a variety of programs and staff.
- Provides administrative direction and supervision to agency staff including staff and student intern recruitment, hiring, orientation, development, promotion and retention, ongoing training and support, weekly supervision and section meetings to provide administrative and clinical direction and support. Specific duties include payroll processing, leave time approvals, support and intervention related to workplace discord, balance incongruent personalities to maintain program stability, review workload, assessment, support and intervention related to secondary trauma/burnout, delegation of program expectations and responsibilities, execution of performance evaluations, development of corrective plans and exit interviews.
- Oversees the Comprehensive Community Services (CCS) Program under DHS 36.
- Oversees the CHOICES (First Episode Psychosis) program.
- Oversees the Children’s Long Term Support waiver program.
- Completes data collection and reporting requirements, quality assurance, yearly recertification steps, audit requirements, site reviews, and/or fidelity reviews for programs as required per State and County Department of Human Services.
- Provides consultation in management of mental health and AODA cases for other supervisors, social workers and community professionals.
- Creates new and/or improve service delivery models, incorporating evidenced based practices when available, to meet the changing needs of the community.
- Identifies community partners, establishes strong working relationships including contracts and Memorandum of Understandings (MOU) with those involved in the service delivery network.
- Facilitates a multidisciplinary team (i.e. law enforcement, attorneys, county staff, hospital staff, community providers etc.) approach for successful implementation, efficient linkages in provision of services and effectiveness
- Participates in the development of the BHS section’s budget, monitors expenses and proposes adjustments.
- Development of Community Recovery Services (CRS) Program, process, budget, provider and case manager training, and quality assurance of program.
- Participates in the research, development, monitoring and review of BHS section programs and services policies and procedures; supervises maintenance of records and reports and ensures compliance with state and federal requirements; prepares required statistics and reports.
- Represents agency in areas of MH & AODA to community agencies and is responsible to ensure appropriate, efficient linkages in provision of services, e.g. schools, courts, medical; represents agency on various local committees; interprets programs, policies and procedures to individuals, groups and other agencies.
- Assists with the development and monitoring of contracts with other agencies for services; authorizes payments to vendors in MH and AODA services.
- Arranges for staff development including arranging for specific training, approving requests for training and purchasing necessary materials.
- Assists with preparation and administration of grant requests and awards.
- Attends various staff training and other meetings.
- Perform other related duties as requested.
Minimum Qualifications
EDUCATION AND/OR EXPERIENCE REQUIREMENTS
- Bachelor’s Degree in Social Work, Sociology, Psychology, or other related field.
- A total of two (2) years of experience in a human service or social service agency.
- Two (2) years of experience staff supervision and leadership.
DESIRED QUALIFICATIONS:
- Experience in the provision of human services to consumers and family members, with emphasis on mental health and AODA services and programs.
- Experience in the development and management of mental health and AODA cases.
LICENSES, CERTIFICATIONS, AND OTHER REQUIREMENTS
- Valid driver’s license or the ability to travel between work locations.
